  Regulations on the administration of students in ordinary institutions of higher learning

Chapter I General rules

  Article 1 The purpose is to regulate the management behavior of students in ordinary institutions of higher learning, maintain the normal order of education, teaching and life in ordinary institutions of higher learning, protect the legitimate rights and interests of students, and train socialist builders and successors with all-round development in moral, intellectual, physical and aesthetic aspects,These Provisions are formulated in accordance with the Education Law, the Higher Education Law and relevant laws and regulations。

  Article 2 These Provisions shall apply to the administration of ordinary institutions of higher learning and scientific research institutions undertaking the task of postgraduate education (hereinafter referred to as schools) over postgraduate students, undergraduate students and junior college (vocational) students receiving ordinary higher education (hereinafter referred to as students)。

  Article 5 The implementation of student management shall respect and protect the legitimate rights of students, educate and guide students to assume due obligations and responsibilities, and encourage and support students to implement self-management, self-service, self-education and self-supervision。

  Chapter II Students' rights and obligations

  Article 6 Students shall enjoy the following rights in accordance with the law:

  (1) Participate in the activities arranged by the school's education and teaching plan, and use the education and teaching resources provided by the school;

  (2) To participate in social practice, voluntary service, work-study, cultural entertainment and sports, scientific and technological cultural innovation and other activities, and to obtain employment and entrepreneurship guidance and services;

  (3) Applying for scholarships, grants and student loans;

  (4) To obtain scientific and fair evaluation in terms of ideology, moral character, academic performance, etc., and to obtain the corresponding academic certificate or degree certificate after completing the school's required studies;

  (5) Organize and participate in student groups on campus, participate in school management in an appropriate manner, and enjoy the right to know, participate, express and supervise matters related to the rights and interests of the school and students;

  (6) If there is any objection to the treatment or punishment given by the school, lodge a complaint with the school or the administrative department of education, lodge a complaint or institute a lawsuit in accordance with law against the school or the teaching staff for infringing upon their lawful rights and interests such as personal rights and property rights;

  (7) Other rights stipulated by laws, regulations and the school charter。

  Article 7 Students shall perform the following obligations in accordance with the law during the school period:

  (1) To abide by the Constitution, laws and regulations;

  (2) Abide by the statutes and rules of the university;

  (3) abide by academic ethics and complete the required studies;

  (4) pay tuition fees and related fees as required, and fulfill the corresponding obligations of obtaining student loans and grants;

  (5) abide by the code of conduct of students, respect teachers, and develop good ideological and moral character and behavior habits;

  (6) Other obligations stipulated by laws, regulations and the school charter。

Chapter III Management of school roll

  Section 1 Admission and registration

  Article 8 New students admitted according to the national enrollment regulations shall, with the admission notice, go through the admission procedures according to the relevant requirements of the university and the prescribed time limit。Those who fail to enroll on time for any reason shall ask for leave from the school。Failure to ask for leave or overdue leave, except for force majeure and other legitimate reasons, shall be deemed to give up the admission qualification。

  Article 9 The school shall conduct a preliminary examination of the admission qualifications of the new students at the time of registration,Examination of qualified applicants for admission,Be registered as a student;The examination found the admission notice of new students, examinee information and other supporting materials,Not in line with my actual situation,Or in other circumstances that violate the provisions of the national admission examination,disqualification。

  Article 10 Freshmen may apply for retention of admission qualification。Do not have a student status during the retention of admission。The conditions and duration of retention of admission qualifications shall be determined by the university。

  New students should apply for admission to the school before the expiration of the retention qualification, and go through the admission procedures after the school passes the examination。Those who fail the examination shall be disqualified from admission;Those who fail to go through the admission procedures within the time limit and have no valid reasons for delay due to force majeure shall be deemed to have given up the admission qualification。

  Article 11 After a student is enrolled, the school shall be established in3The review shall be conducted in accordance with the national enrollment regulations within a month。The review mainly includes the following aspects:

  (1) Whether the admission procedures and procedures comply with the national enrollment regulations;

  (2) Whether the admission qualifications obtained are true and in line with relevant regulations;

  (3) Whether the applicant and his/her identity certificate are consistent with the admission notice and candidate files;

  (4) Whether the physical and mental health status meets the physical examination requirements of the major or professional category, and whether the normal study and life in school can be guaranteed;

  (5) Whether the professional level of students admitted by special types such as art and sports meets the admission requirements。

  If a student is found to have engaged in fraud, favoritism and malpractice during the review, it shall be determined as failing to pass the review and his/her school status shall be cancelled;If the circumstances are serious, the school shall transfer the case to the relevant department for investigation and handling。

  Students who are found to be physically and mentally unfit to study at school and need to recuperate at home after being diagnosed by a secondary A or above hospital designated by the school may retain their admission qualification in accordance with the provisions of Article 10。

  The procedures and methods for review shall be prescribed by the school。

  Article 12 At the beginning of each semester, students shall go through the registration procedures according to the regulations of the university。If it fails to register on time, it shall go through the formalities of suspending registration。Students who fail to pay tuition fees according to the regulations of the university or have other conditions that do not meet the registration requirements will not be registered。

  Students whose families have financial difficulties may apply for student loans or other forms of assistance and register after going through the relevant procedures。

  Schools shall, in accordance with the relevant regulations of the State, provide educational assistance to students from poor families, improve the student financial assistance system, and ensure that students do not give up their studies because of family financial difficulties。

 Section 2 Assessment and record of achievements

  Article 13 Students shall participate in the assessment of the courses prescribed by the school's education and teaching plan and various educational and teaching links (hereinafter referred to as courses), and the assessment results shall be recorded in the grade books and included in the student records。

  Assessment is divided into two kinds: examination and examination。The methods of assessment and performance assessment, as well as whether courses failed in the assessment should be retaken or retaken, shall be prescribed by the university。

  Article 14 The assessment and appraisal of students' ideological and moral character shall be based on Article 4 of these Provisions and shall be carried out in the form of personal summary and democratic evaluation between teachers and students。

  The evaluation of students' physical education performance should focus on process management, which can be comprehensively evaluated according to attendance, teaching in class, extracurricular exercise activities and physical health。

  Article 15 The courses taken by students in each semester or academic year or the scores to be taken, as well as the requirements for upgrading, skipping, repeating or demoting shall be prescribed by the University。

  Article 16 Students may, in accordance with relevant regulations of the university, apply for minoring in other majors or electing courses of other majors;You can apply for cross-school minor majors or courses, and participate in open online courses approved by the school。The scores (credits) of the courses taken by students shall be recognized by the school after examination and approval。

  Article 17 Students' experiences and achievements related to professional learning and academic requirements such as participating in activities such as innovation and entrepreneurship, social practice, publishing papers, obtaining patent authorization, etc., may be converted into credits and included in their academic achievements。Specific measures shall be prescribed by the school。

  Schools shall encourage, support and guide students to participate in social practice, innovation and entrepreneurship activities, and may establish innovation and entrepreneurship files and set up innovation and entrepreneurship credits。

  Article 18 Schools shall improve the management system of students' academic records and school records, record and issue students' academic records truthfully and completely, and shall mark the scores obtained through make-up examination and retaking。

  If a student seriously violates the assessment discipline or cheats, the assessment result of the course shall be recorded as invalid, and the corresponding disciplinary action shall be given according to the violation of discipline or cheating circumstances。Those who are given a warning, serious warning, demerit record or detention may be given the opportunity to take a make-up examination or retake the course after good educational performance。

  If a student suspends his/her studies due to dropout or other circumstances, the courses he/she has taken during his/her studies and the credits he/she has obtained shall be recorded。If a student re-takes the entrance examination, meets the admission conditions, and is re-enrolled, he/she has obtained credits and may be recognized by the admission school。Specific measures shall be prescribed by the school。

  Article 19 Students shall participate in the activities stipulated in the education and teaching plan on time。Those who cannot attend on time shall ask for leave in advance and obtain approval。Those absent without reason shall be given criticism and education according to the relevant regulations of the school. If the circumstances are serious, corresponding disciplinary measures shall be taken。

  Article 20 Schools shall carry out honesty education for students,Record in an appropriate manner the student's academic, academic, moral integrity information,Establish restraint and punishment mechanism for dishonesty;If there is a serious breach of trust,Appropriate disciplinary action may be provided for,For violating academic integrity,Restrictions may be placed on their access to degrees, academic titles, honors, etc。

 Section 3 Changing majors and transferring schools

  Article 21 Students who have interest and expertise in other majors during their studies may apply for a change of major;Students admitted in the form of special enrollment, where the state has relevant regulations or there is a clear agreement with the school before admission, may not change majors。

  Schools shall formulate specific measures for students to change majors, establish fair and just standards and procedures, and improve the publicity system。If the school needs to adjust the major appropriately according to the development and change of the social demand for talents, it shall allow the current students to transfer to other relevant majors。

  Students who leave school to start a business or return to school after retirement need to change their major due to their own circumstances, the school should give priority to them。

  Article 22 Students shall generally complete their studies in the school where they are admitted。Students who are unable to continue their studies in the school due to illness or special difficulties or special needs, or who cannot adapt to the learning requirements of the school, may apply for transfer。No school transfer is allowed under any of the following circumstances:

  (1) Less than one semester in school or one year before graduation;

  (2) the college entrance examination score is lower than the admission score of the corresponding year in the same source of the student who intends to transfer to the relevant major of the school;

  (3) from a low educational level to a high educational level;

  (4) Admission for targeted employment;

  (5) The admission control standard of the school or major to which the graduate student intends to transfer is higher than that of the school or major to which he/she belongs;

  (6) There is no legitimate reason to transfer。

  If a student needs to transfer to another school for reasons other than his own due to changes in the training conditions of the school, the school shall issue a certificate and coordinate the transfer to a school of the same level by the provincial administrative department of education in the locality。

  Article 23 A student's transfer application shall be submitted by the student himself,Give reason,With the consent of the school and the school to be transferred,The transfer school is responsible for reviewing the transfer conditions and relevant certificates,It is considered that it meets the training requirements of the school and the school has the ability to train,It shall be decided by the school president's office meeting or special conference,transferable。The transfer of graduate students should also be approved by the proposed professional supervisor。

  Inter-provincial transfer, from the provincial education administrative department of the transfer to the provincial education administrative department, according to the transfer conditions confirmed after the transfer formalities。The administrative department of education at the provincial level in the place of transfer shall copy the relevant documents to the public security organ in the place where the school is located。

  Article 24 Schools shall, in accordance with the relevant provisions of the State, establish and improve specific measures for students to transfer to other schools;The transfer situation shall be publicized in a timely manner, and after the transfer is completed3Within a month, the transferred school shall report to the local provincial education administrative department for the record。

  The provincial administrative department of education shall strengthen the supervision and management of the transfer behavior of schools in the region, and promptly correct the illegal transfer behavior。

  Section 4 Suspension and resumption of schooling

  Article 25 Students may complete their studies in stages. Unless otherwise stipulated, they shall complete their studies within the maximum number of years of study (including suspension and retention of school status) stipulated by the school。

  If a student applies for suspension or the school considers that suspension is necessary, he or she may suspend his or her studies upon approval by the school。The number and duration of suspension shall be determined by the school。

  Article 26 A school may establish and implement a flexible learning system according to the circumstances。For students who take a break to start a business, the maximum number of years of study can be set separately, and the approval process for suspension can be simplified。

  Article 27 When new students and students are recruited to join the Chinese People's Liberation Army (including the Chinese People's Armed Police Force), the school shall retain their admission qualification or school status until they retire2年。

  Students participate in cross-school joint training programs organized by the school, and the school retains their student status during the study period in the joint training school。

  During the period when students retain their student status, they shall establish management relations with their actual troops, schools and other organizations。

  Article 28 Students who suspend their studies shall go through the formalities to leave the school。During the period of suspension, the school shall retain the student's school status, but shall not enjoy the treatment of students studying in school。The medical expenses of students who leave school due to illness shall be dealt with according to relevant national and local regulations。

  Article 29 Before the expiration of the suspension period, a student shall submit an application for resumption of schooling within the time limit prescribed by the school, and may resume schooling only after the school has reviewed and passed the examination。

Section 5 Dropping Out

  Article 30 A student may be expelled from school under any of the following circumstances:

  (1) failing to meet the academic requirements of the school or failing to complete his studies within the period of study prescribed by the school;

  (2) When the suspension or retention of school status expires, the student fails to apply for re-admission within the time limit prescribed by the school or fails to pass the re-examination of the application;

  (C) according to the hospital designated by the university, suffering from disease or accidental disability can not continue to study in school;

  (4) Failing to participate in the teaching activities prescribed by the school for two consecutive weeks without approval;

  (5) failing to register within the time limit prescribed by the school and failing to go through the procedures for suspending registration;

  (6) Other circumstances in which students are unable to complete their studies and should be expelled as prescribed by the school。

  If a student applies for withdrawal, he/she shall go through the procedures for withdrawal after approval by the school。

  Article 31 Students who withdraw from school shall go through the procedures for withdrawing from school within the time limit prescribed by the school。If the graduate student who has dropped out can be employed according to the existing graduation degree and employment policy, the school shall report to the local provincial graduate employment department for relevant procedures;If there is no employer within the time limit prescribed by the school, the school shall go through the procedures of withdrawal and leave。

  The files of the students who quit school shall be returned to their home place by the school, and the household registration shall be moved back to the original place of residence or the home registration place of the family in accordance with the relevant regulations of the state。

 Section 6 Graduation and completion

  Article 32 If a student has completed the contents specified in the education and teaching plan within the period of study prescribed by the school, has passed the grades and meets the requirements for graduation, the school shall grant the student graduation and issue him a graduation certificate before he leaves the school。

  If the qualifications for conferring a degree are met, the degree-conferring unit shall issue a degree certificate。

  Students who have completed the education and teaching plan in advance and obtained the credits required for graduation may apply for early graduation。The conditions for early graduation of students shall be prescribed by the university。

  Article 33 If a student has completed the contents stipulated in the education and teaching plan within the period of study prescribed by the school, but fails to meet the requirements for graduation, the school may grant completion and issue a certificate of completion。

  After graduation, the university shall determine whether to take a make-up examination, re-study or make up for a graduation project, thesis or defense, and whether to issue a graduation certificate or degree certificate。For the graduation certificate or degree certificate issued after passing the qualification, the graduation time and the time of obtaining the degree shall be filled in according to the date of issuance。

  For dropouts,A school shall issue a certificate of associate study or a certificate of practical study。

 Section 7 Management of academic certificates

  Article 34 Schools shall fill in and issue academic certificates, degree certificates and other academic certificates in strict accordance with the types of education and forms of study determined at the time of enrollment and the personal information provided by students at the time of enrollment and admission。

  Students who change the personal information required to fill in the certificate such as name and date of birth during the school period shall have reasonable and sufficient reasons, and provide the corresponding supporting documents with legal effect。Where a school conducts a review and requires the assistance of the provincial education administrative department and relevant departments in the place where the students come from, the relevant departments shall cooperate。

  Article 35 Schools shall implement the electronic registration management system of higher education enrollment and academic qualifications, improve the information management methods of enrollment and academic qualifications, and complete the electronic registration of students' enrollment and academic qualifications in a timely manner in accordance with relevant provisions。

  Article 36 A minor certificate shall be issued by the university to a student who has completed the study of a major and minored in another major and meets the requirements for a minor in that major。

  Article 37 If a student has obtained admission qualification or school status in violation of the State regulations on enrollment, the school shall cancel his/her school status and shall not issue him/her diplomas or academic degree certificates;The school shall revoke the academic and degree certificates already issued in accordance with law。The university shall revoke the academic certificate or degree certificate obtained by cheating, plagiarism, plagiarism or other academic misconduct or other improper means。

  Where the revoked academic certificate or academic degree certificate has been registered, the school shall cancel it and report it to the administrative department of education for declaration of invalidity。

  Article 38 In case of loss or damage of academic certificates and degree certificates, the school shall issue corresponding certificates after verification of the applicant's application。The certificate shall have the same effect as the original certificate。

 Chapter four: Campus order and extracurricular activities

  Article 39 Schools and students shall jointly maintain the normal order of the campus, ensure the safety and stability of the school environment, and ensure the normal study and life of students。

  Article 40 The school shall establish and improve the organizational form of students' participation in management, and support and guarantee students' participation in school management according to law and regulations。

  Article 41 Students shall consciously abide by the code of civic morality, consciously abide by the school management system, create and maintain a civilized, clean, beautiful and safe learning and living environment, establish a sense of safety risk prevention and self-protection, and protect their legitimate rights and interests。

  Article 42 Students shall not engage in such illegal acts as drinking, fighting, gambling, taking drugs, spreading, copying and selling illegal books and periodicals and audio-visual products;They shall not participate in illegal pyramid schemes or in cults or feudal superstitions;They shall not engage in or participate in activities that damage the image of college students and go against social order and good customs。

  If a school finds that a student has committed an illegal act on campus or is seriously mentally ill and may cause harm to others, it may take or assist relevant departments to take necessary measures according to law。

  Article 43 Schools shall adhere to the principle of separation of education from religion。No organization or individual is allowed to conduct religious activities in schools。

  Article 44 The University shall establish and improve the student congress system, provide necessary conditions for the activities of the student union and graduate student union, and support them to play a role in student management。

  Students can form and join student groups on campus。Students establishing a group shall submit a written application in accordance with the relevant regulations of the university, submit it to the university for approval, and implement the registration and annual inspection system。

  Student groups shall operate within the scope of the Constitution, laws, regulations and the school management system, and accept the leadership and management of the school。Student groups inviting outside organizations and personnel to hold lectures and other activities on campus shall obtain approval from the school。

  Article 45 The University advocates and supports students and student groups to carry out academic, scientific and technological, artistic, cultural and recreational, sports and other activities that are beneficial to their physical and mental health and to their growth。

  Students' extracurricular activities shall not affect the normal order of education, teaching and life of the school。

  Students participating in work-study activities shall abide by laws, regulations and the management system of the school and the employing unit, and fulfill the relevant agreements on work-study activities。

  Article 46 Students holding large-scale assemblies, processions, demonstrations and other activities shall be approved in accordance with legal procedures and relevant provisions。For those not approved, the school shall dissuade or stop them according to law。

  Article 47 Students shall abide by the relevant regulations of the State and schools on the use of the Internet, shall not log on to illegal websites and disseminate illegal texts, audio and video materials, and shall not fabricate or disseminate false or harmful information;Shall not attack, invade other people's computer and mobile communication network system。

  Article 48 Schools shall establish and improve the management system of student dormitory administrators。Students shall abide by the regulations of the university on the management of student dormitories。Encourage and support students to implement self-management through the development of conventions。

 Chapter V Rewards and punishments

  Article 49 Schools, provinces (autonomous regions, municipalities) and the relevant departments of the State shall commend and reward students who have made all-round development in moral, intellectual, physical and beauty, or who have made outstanding achievements in ideology, moral character, academic achievement, scientific and technological creation, sports competitions, literary and artistic activities, voluntary service and social practice。

  Article 50 The recognition and reward of students may take the form of awarding the title of "Three Good students" or other honorary titles, awarding scholarships, and giving corresponding spiritual encouragement or material rewards。

  Schools to commend and reward students, as well as to determine the recommendation of exam-free graduate students, national scholarships, government-sponsored candidates for studying abroad to confer benefits on students, shall establish open, fair and just procedures and regulations, establish and improve the corresponding selection, publicity and other systems。

  Article 51 The school shall give criticism and education to students who have violated laws and regulations, these provisions and school discipline, and give the following disciplinary measures according to the seriousness of the circumstances:

  (1) Warning;

  (2) serious warning;

  (3) record demerits;

  (4) being placed on probation;

  (5) Expulsion from school。

  Article 52 In any of the following circumstances, the school may give the student the sanction of expulsion:

  (1) Violating the Constitution, opposing the four Basic Principles, undermining stability and unity, or disturbing social order;

  (2) Violating the laws of the State and constituting a criminal crime;

  (3) being punished for the administration of public security, if the circumstances are serious or the nature is bad;

  (4) Taking examinations on behalf of others or allowing others to take examinations on their behalf, organizing cheating, using communication equipment or other equipment to cheat, selling examination questions or answers to others for profits, and other acts of serious cheating or disturbing examination order;

  (5) Plagiarism, tampering, forgery, or other academic misconduct in academic dissertations or published research results, if the circumstances are serious, or writing or buying or selling dissertations;

  (6) Violating these provisions and school regulations, seriously affecting school education and teaching order, life order and public place management order;

  (7) infringing upon the legitimate rights and interests of other individuals and organizations, resulting in serious consequences;

  (8) Being subject to disciplinary sanctions for repeated violations of school regulations and refusing to change after education。

  Article 53 A school shall issue a written decision on sanctions against a student。The written decision on punishment shall include the following contents:

  (A) the student's basic information;

  (2) the facts and evidence on which sanctions are taken;

  (3) the type, basis and time limit of the sanction;

  (4) the means and time limit for lodging a complaint;

  (5) Other necessary contents。

  Article 54 Schools shall adhere to the combination of education and punishment when giving sanctions to students, in accordance with the nature of the students' illegal and disciplinary acts and the severity of the mistakes。The school shall provide sufficient evidence, clear basis, accurate quality, proper procedure and appropriate punishment to the students。

  Article 55 Before making a sanction or other adverse decision against a student, the school shall inform the student of the facts, reasons and basis of the decision, and inform the student of the right to make a statement and defense, and listen to the student's statement and defense。

  Handling, disciplinary decision and disciplinary notice, etc., should be directly served on the student himself, the student refuses to sign, can be served by lien;Those who have left school can be served by post;If it is difficult to contact, you can use the school website, news media, etc., to send by announcement。

  Article 56 If a student is to be disqualified from admission, cancelled from school, withdrawn from school or expelled from school, or any other decision concerning the major interests of the student, it shall be submitted to the President's Office or a special meeting authorized by the president to study the decision, and the legality of the decision shall be examined in advance。

  Article 57 In addition to the sanction of expulsion, the sanction given to students shall generally be set612The term of the month shall be revoked according to the procedures stipulated by the university。After the termination of the sanction, the student will receive recognition, awards and other rights and interests, and will no longer be affected by the original sanction。

  Article 58 The school shall truly and completely file the reward, treatment, sanction and discharge materials of students into the school document archives and personal archives。

  A student who has been expelled from school shall be issued a study certificate by the school。Students shall leave the school within the time limit prescribed by the school, and the files shall be returned to their home place by the school, and the household registration shall be moved back to the original place of residence or the home registration place of the family in accordance with the relevant regulations of the State。

Chapter six: Student appeal

  Article 59 The university shall establish a student appeal handling committee, which is responsible for accepting appeals filed by students against the decision of handling or punishment。

  The student appeal handling Committee shall be composed of the person in charge of the school, the person in charge of the functional department, the teacher representative, the student representative, the person in charge of the relevant institution in charge of legal affairs, etc., and may employ experts in law and education from outside the school to participate。

  Schools shall formulate specific measures for students to appeal,Improve the composition and working rules of the Student Complaints Handling Committee and provide the necessary conditions to ensure that it can perform its duties objectively and impartially。  

  Article 60 If a student objects to the school's decision on handling or punishment, he or she may do so on the date of receiving the written decision on handling or punishment10Within days, submit a written appeal to the school's Student Complaints Handling Committee。

  Article 61 The Student Appeal Handling Committee shall review the appeal submitted by the student and shall do so on the date of receiving the written appeal15The conclusion of the review is made within days and the complainant is informed。If the situation is complicated and no conclusion can be reached within the prescribed time limit, it may be extended with the approval of the school responsible person15日。The Student Appeal Handling Committee may recommend that the school suspend the implementation of the decision if it deems it necessary。

  After review, the student appeal Handling Committee finds that the facts, basis, and procedures for handling or punishment are improper, and may make review opinions suggesting cancellation or modification, request relevant functional departments to study them, and submit them to the President's office or special meeting for decision。

  Article 62 If a student has any objection to the review decision, it shall be on the date of receiving the review decision from the school15Within days, a written appeal may be submitted to the provincial education administrative department where the school is located。

  The administrative department of education at the provincial level shall, on the date of receiving the student's written appeal30Within working days, the complainant's question is addressed and a decision taken。

  Article 63 The administrative department of education at the provincial level, when dealing with a student's appeal filed because of disapproval of the school's treatment or punishment decision, shall listen to the opinions of the students and the school, and may conduct necessary investigations as needed。According to the conclusion of the review, the following treatment shall be made according to different cases:

() If the facts are clear, the basis is clear, the quality is accurate, the procedure is due and the punishment is appropriate, it shall be maintained;

() If it is determined that the facts do not exist, or if the school has exceeded its powers and made a decision in violation of the provisions of the Law of the Upper level, the school shall be ordered to revoke the decision;

() If the facts are clearly determined, but the circumstances are wrong, the qualitative is inaccurate, or the application basis is wrong, the school shall be ordered to change or make a new decision;

() If the facts are not clear, the evidence is insufficient, or the school violates these regulations and the procedures and authority prescribed by the school, the school shall be ordered to make a new decision。

  Article 64 From the date of delivery of the decision on handling, punishment or review, if the student fails to file a complaint within the appeal period, it is deemed to have given up the appeal, and the school or the provincial administrative department of education will no longer accept the appeal。

  If the student is not informed of the time limit for appeal in the written decision on handling, punishment or review, the time limit for appeal shall be calculated from the date on which the student knows or should know the decision on handling or punishment, but shall not exceed the maximum6个月。

  Article 65 If a student believes that the school or its staff violates these Regulations and infringes on his or her legitimate rights and interests;Or if the rules and regulations formulated by the school conflict with laws and regulations and these provisions, the school may file a complaint with the provincial education administrative department where the school is located。

  In the process of carrying out supervision or handling appeals and complaints by the competent department of education,It is found that the school and its staff have violated laws, regulations and this provision or failed to perform the corresponding obligations in accordance with this Provision,Or relevant management systems and regulations formulated by the school itself,Infringe upon the legitimate rights and interests of students,It shall be ordered to make corrections;Where violations of laws and disciplines are found,Shall promptly investigate and handle or transfer to the relevant departments,In accordance with relevant laws and regulations,Those responsible shall be held accountable。

  Chapter VII Supplementary Provisions

  Article 66 The University shall apply these Provisions to the administration of students receiving higher education, overseas Chinese from Hong Kong, Macao and Taiwan, and overseas students。

  Article 67 The school shall formulate or modify the school's student management regulations or disciplinary regulations in accordance with these provisions, report to the competent education administrative department for the record (the central ministry belongs to the school at the same time copy to the local provincial education administrative department), and promptly announce to the students。

  Provincial administrative departments of education shall, in accordance with these Provisions, guide, inspect and supervise the administration of students in institutions of higher learning in their respective regions。

  Article 68 The present provisions shall be201791With immediate effect。The original Regulations on the Administration of Students in Ordinary Institutions of Higher Learning (Decree of the Ministry of Education No21No.) simultaneously repealed。If the provisions of other relevant documents are inconsistent with these Provisions, these Provisions shall prevail。
